President - International Gas Union (IGU)

Joo-Myung (Joe) Kang, Ph.D., is President of the International Gas Union taking over the Presidency in June 2018 for its 2018-2021 triennium as Korea prepares to host the 2021 World Gas Conference in the Republic of Korea. Under the leadership of Dr. Kang IGU’s mission during this triennium is to advocate for the environmental and economic role of natural gas as an integral part of a sustainable global energy system, and to elevate the IGU Credibility by promoting the political, technical and economic progress of the gas industry.

Dr. Kang had served as a Co-chairman for the Reorganizing Committee on Overseas Resources Development National Companies in 2016 and for the Restructuring Committee on the National Energy and Resources Development Companies in 2017. Dr. Kang has held numerous high profiled positions such as a Civil Member of National Energy Council presided by the President of the Republic of Korea and from 2005 to 2009 and as the Chairman of the Board of Directors for KOGAS from 2007 to 2010.

Dr. Kang has over 30 years of academic and energy industry related experience and has been one of the key opinion leaders and first movers in energy-related debates in Korea since 1986. Dr. Kang started his professional career as a development engineer at Schlumberger in Houston right after graduating from the University of Oklahoma with a Ph.D. in Petroleum Engineering in 1981. He became an assistant professor at the University of Tulsa in May 1983 and has been holding a professorship at Seoul National University since 1986.

Director - Tokyo Gas

Hisataka Yakabe is the director of Fundamental Technology Research Institute in Tokyo Gas Co., Ltd.  He got Ph.D in Applied Physics and has extensive expertise in fuel cell and hydrogen related fields, and lead commercialization of residential fuel cell systems in Japan.

He is a board member of Hydrogen Energy Systems Society of Japan, the vice chairman of the research project of Japan Society of Energy and Resources, and a member of evaluation committee for several national projects.

He is the chair of the R&D and Innovation committee of IGU.



Regional Vice Chair, Asia Pacific and South Asia, of World Energy Council

Shigeru Muraki has been Executive Adviser of Tokyo Gas since April 2015. He joined Tokyo Gas in 1972 after graduating Tokyo University. He was appointed Executive Vice President in 2010 and Vice Chairman in 2014.

He was Program Director of Energy Carriers for SIP (Cross-ministerial Strategic Innovation Promotion Program) from May 2014 to March 2019. He has been Representative Director of the Green Ammonia Consortium since July 2019. He has assigned to Regional Vice Chair, Asia Pacific and South Asia, of World Energy Council since May 2016.

Senior Executive Vice-President – External relations

Since 13 April 2018, Jean-Marc Leroy is Senior Executive Vice-President for External Relations. His role is to promote a global smart energy system underpinned by a sustainable and well-balanced energy mix. Prior to that, Jean-Marc Leroy was Managing Director for Gas Chain at ENGIE. Between January 2009 and July 2015 he was Chief Executive Officer of Storengy, the underground gas storage operator of ENGIE.
 
Jean-Marc started his career in 1980 at EDF-GDF Services. Between 1997 and 2004, he held several key positions at Gaz de France : President’s Chief of Staff, Secretary of the Board, Deputy Vice President for Strategy, Vice President for External Relations and Internal Communication. Between 2005 and 2009 he was in charge of underground gas storage and LNG regasification terminals at Gaz de France and subsequently GDF SUEZ.
 
Since November 2015, he is President of Gas Infrastructure Europe (GIE), now in its second mandate. Previously, between 2008 and 2013, he held the position of the President of Gas Storage Europe (GSE), the storage column of GIE. 
In December 2015, he became Board member of Global Gas Centre within the framework of the World Energy Council and in October 2018 he was elected at the IGU Executive Committee.
 
Jean-Marc Leroy is also Chairman of the Supervisory Board of GRDF. Moreover, Jean-Marc Leroy is Chairman of the Supervisory Board of ENSEEIHT, an engineering school of Toulouse’s University gathering 1200 students and focusing on energy, environment and IT. 



IGU Secretary General - International Gas Union ( IGU)

Mr. Bertran has a Master in Business Management and Administration from the Spanish High School of Business Administration and Management , Barcelona, (ESADE in Spanish) , and has a degree as Chemical Engineer from University of Catalonia (UPC), Barcelona.

Mr. Bertran joined the Naturgy Group (former Gas Natural Fenosa) Company in 1984 working in gas plants, transportation and distribution responsibilities as well as commercial activities. Mr. Bertran was assigned Technical Director Manager of Gas Natural in Mexico in 1998-2002 in his subsidiary of Mexico, and when he returned assumed the responsibilities for Asset Management Director , Transport and Distribution networks of Naturgy Group in Spain.

In 2005 Mr. Bertran was appointed General Manager of Gas Natural Europe in Paris until 2011. Then he assumed the position as Manager Planning and Services in Retail Energy Market of Naturgy for Spain, Portugal and Italy. In October 2014 Mr. Bertran was elected Deputy Secretary General of IGU until November 2016. Then, by the Council approval since November 2016, he was appointed Secretary General of IGU up to October 2022.
